In ARAM Mayhem 16.11, Imperial Mandate is no longer a generic slow item. It is a team damage amplifier for champions with immobilizing crowd control: 65 AP, 15 ability haste, 150% mana regeneration, extra haste on immobilizing spells, and a 4-second 6% vulnerability mark.
The check is simple: can the champion reliably immobilize? If the kit only slows, Imperial Mandate loses much of its value.
